Soon there will be a single register of sports complexes in Russia accumulating all the information about stadiums, sports palaces, youth sports schools. Such a draft law was introduced in the State Duma by Anton Sikharulidze, Chairman of the Committee of Sports and Physical Education in co-authorship with the deputy Ildar Gilmutdinov after the President of Russia Dmitrii Medvedev had committed to systematize all the information about sports complexes.
The case is that we happen to be lacking a common database concerning the number of sports complexes in our country. “In the present situation it is rather hard to determine the need of citizens in sports sections, stadiums, swimming-pools and consequently it is impossible to plan the development of sports infrastructure in cities and towns”, explains the author of the draft law Anton Sikharulidze. And the main thing is that it is hard to control the way these complexes are used, because sometimes they are closing or leased out.
“Of course, nowadays the practice of changing a specialty of athletic facilities for markets, fairs, automobile sales centers is not so common as in the 90’s; moreover, the law prohibits this practice, - said vice speaker of the State Duma Svetlana Zhurova. - But from time to time I receive appeals from different regions of Russia saying that a stadium or a youth sports school is closing, for example, and that local authorities are building houses or trade centers in its place”.
Deputies suggest to take a census of all complexes and register all of them. This projected federal register should comprise “a list of sports complexes, all the information about them which would be collected in the course of drafting a common planning calendar of inter-regional, all-Russian and international sports events”, according to its authors. Maintenance of said register will be commended to the Department of sports, tourism and youth politics, which will enforce proper usage of the premises. Officials will decide on the kind of data they shall require for the register. They have the right to request from the regional authorities all the data about the number and the condition of sports complexes. The department will also establish the rules of usage of this register to determine who should have the right to access the information therein. Deputies believe that public organizations like the Russian Association of Sports Complexes can help the Department with this register.
The discussion of the draft law is planned for the autumn session. Now this document is awaiting approval at the White House. Deputies hope that the government will approve of the deputies’ initiative.
Svetlana Zhurova:
“Thanks to this federal register, we will have all the information about the engineering status of sports infrastructure in the regions of Russia at our disposal. That means we can plan beforehand in what complexes we can hold this or that competition”.
